As things stand, Labour made a manifesto commitment to introduce the cards on a voluntary basis. Charles Clark went back on that promise by insisting that all those who apply for a new passport must submit 49 pieces of personal information to the national identity register. In practice, therefore, the scheme becomes compulsory for anyone wanting to apply for, or renew, a passport. Lord Armstrong's case is that this deception allows the Lords to ignore the Salisbury convention, which normally dictates that the Lords do not oppose the government on the second reading of a measure that was in its manifesto. In other words, the measures as presented last year at the election have changed radically because of this compulsion. Why is this gov so keen, almost obsessively so, on introducing the cards ? Control freaks ? Required by EU ?
I don't buy the "identity theft" justification, we all know that proper looking fake cards will hit the streets quicker than the real ones let alone HMG's abysmal record in implementing big complex IT projects.
My bet is control freaks.
Where I live I must carry a card at all times like a Frenchman in Nazi occupied France...
Well, you're right on the poor record on it systems, we've certainly commented on that here before Yak. I would also go with control freakery.
BTW, I'm stoked to see our favourite right-leaning visitor again.

"Right leaning" ? Most lefties would say I toppled a long time ago but that doesn't mean one has to abandon good manners just because of differences in outlook.
