Was America's Proactive preemptive Operations group behind the London bombings?

Given the fact the the Bush regime botched up a British terrorist operation twice, and allowed terrorist suspects to flee, by giving them warning that they were being hunted, it seems appropriate to remind readers of a group called the "proactive preemptive operations group". Remember this report, from September 2005?

According to US and French sources, Haroon Aswat was working for MI6, and an FBI agent has demanded that a federal agent stops talking about how the FBI obstructed an investigation into Aswat. It all seems like a very tangled web doesn't it.
And it is also useful to remind our readers that the proactive preemptive operations group is no so called "conspiracy", it is very real. One of its aims is to "prod terrorists into action". The Asia Times has a useful piece looking at "P2OG":
P2OG would launch secret operations aimed at "stimulating reactions" among terrorists and states possessing weapons of mass destruction, meaning it would prod terrorist cells into action, thus exposing them to "quick-response" attacks by US forces. The means by which it would do this is the far greater use of special operations forces.
The question is, what happens if you "stimulate reactions among terrorists", and then botch up investigations? See all recent "A Logical Voice" posts
