US army now wants leaders to be "culturally aware and have some language capability"

According to this article, from the Seattle Post Intelligencer, the US Army has instituted a pilot programme to teach its leaders Arabic. Perhaps the US Army should have considered teaching all of its people going into Iraq some basic Arabic:

The Army wants its leaders armed with solid skills to help them navigate road signs, engineering plans and simple conversations. "We're trying to develop officers to be strategic thinkers and creative managers ... who are culturally aware and have some language capability," says Col. Mark Patterson, who's in charge of policy for developing the Army officer corps. The Army's experiences in Afghanistan and Iraq have shown it needs people who are able to work in foreign languages and cultures as well as be combat-oriented, said one of the students, Maj. David Hibner.
I say that the US Army should have considered this option previously, as there were reports from Fallujah in December 2004 that American troops were entering houses and killing people because the Iraqis couldn't speak english:
There have been some appauling incidents reported from Fallujah, ever since the US regime decided to adopt the "Hama rules" against "insurgents" there. In this article, an Iraqi journalist tells of Americans who, he says "grew easily frustrated with Iraqis who could not speak English." He goes on to say: "Soldiers thought the people were rejecting their orders, so they shot them. But the people just couldn’t understand them."
