How the new "anti terror" bill will change the rules

The Guardian today has this report:

The first of the tools that the law enforcement agencies are likely to get to help them meet the "new and emerging terror threats" is the doubling of the period under which they can hold terror suspects without charge from 14 to 28 days, albeit with a weekly review by a sitting judge. This could be implemented without further guidance. It is also expected that the security services and special branch will step up their efforts to monitor internet traffic as they will acquire powers to act against those sites which carry inflammatory material. They are also likely to be drawing up a list of bookshops which disseminate terrorist publications and considering how they may use the extra powers to act against those involved with terrorist training as well as camps abroad.
