When did Bin Laden become an American citizen?

According to this article, from Judicial Watch, the FBI won't release documents relating to the events following the 11th September 2001 because the release of those documents would "constitute a clearly unwarranted invasion of personal privacy.”

The FBI invoked Exemption 6 under FOIA law on behalf of bin Laden, which permits the government to withhold all information about U.S. persons in “personnel and medical files and similar files” (because of the "unwarranted invasion of personal privacy)
So, let me get this straight, a US agency has refused to release documents, claiming that releasing them would be a breach of a US citizen's right to privacy. But surely that doesn't make sense, Bin Laden after all is not an American citizen is he. See all recent "A Logical Voice" posts
