Postal voting chaos in South Wales

According to this article, from the South Wales Echo, people who have never applied for postal votes appear to have received ballot papers. Oh dear:

Ruth Weeks, 57, of Litchard in Bridgend, contacted the Echo to say she had also become a victim of the apparent blunder. Yet a check with Bridgend council's electoral office revealed her whole family has apparently applied to vote by post. "That's very peculiar," she said. "I have never applied for a postal vote." And a 68-year-old living in Bryncethin, Bridgend, who did not wish to be named, added: "I have got all my faculties and I know I have not applied for the postal vote which I've received."
