200 postal votes reissued in Edinburgh

According to this article, from the Edinburgh Evening News, 200 postal ballots have had to be resent, after it was discovered that there was a security problem with the original ballots. The article states that the original ballots would not be counted because the serial numbers do not match, but I suppose there has to be a certain amount of scepticism about this claim:

A council spokeswoman added: "We are confident that only Edinburgh North and Leith are affected. People will not be able to vote twice, even if they have sent in their vote already, because the first set of papers will be declared void." And one would-be voter lost his chance to vote in his first general election because he was serving in the Army. Iraq war veteran Private Ian Gordon, of Lindsay Place, Leith, asked his mother, Sheena Gordon, to cast a proxy vote for him while he served with the Black Watch in England. Mrs Gordon phoned the council to register the proxy vote two weeks ago, but when the polling cards arrived, she realised there had been a mistake. "A normal polling card arrived, and there was no sign of a proxy vote," said Mrs Gordon. "I phoned the council and they said they had no trace of my phone call. Worst of all, they said it was too late for me to re-register Ian for a proxy vote."
