    Clarke forced to dilute "anti terror" proposals"

    According to this article, from Reuters, our home secretary, Charles Clarke has been forced to bow to pressure that a judge must rule on a minister's plans to place any suspect under house arrest:

    "The application would be heard by the judge as quickly as possible, say within 24 to 48 hours," Clarke said in a letter to his Conservative party opposite number. "The judge would look at all the material on which the application was based and decide whether there was a prima facie case. If so, he would make the order."
